Prof Tseng is a graduate of the Department of Music, CUHK. He has been in a number of senior arts management positions in Hong Kong, including Executive Director of the Hong Kong Arts Festival Society, Secretary-General of the Hong Kong Arts Development Council and Head of Radio 4, Radio Television Hong Kong. He was the Chair?of Hong Kong Arts Administrators Association from 1991 to 1994. Since 2002, Prof. Tseng has concentrateds?on consultancy and arts management training. He served as the Chair and Professor of the Arts Administration Department of the Shanghai Conservatory of Music from 2005 to 2008?as well as?an?Adjunct Professor?of?The Education University of Hong Kong?in 2012. He was also the co-director of the Executive Master of Arts in Arts Management and Entrepreneurship programme from 2013 to 2017.

Prof Tseng has been involved in many social services. He was the Chair of Committee on Venue Partnership Scheme implemented by the Leisure and Cultural Services Department. He has served as a board member of the Association of Arts Administration Educators (AAAE) and as an Arts Advisor (Arts Administration) of the Hong Kong Arts Development Council. He?is also the author ofPrinciples of Arts Management: With Case Studies from Hong Kong, the Mainland and Abroad.
