The Shenzhen Development and Reform Commission has initiated the application for Shenzhen Second Batch Strategic Emerging Industries Special Fund Projects 2023. Details of application requirements are as follows:

1. Supporting area

Semiconductors and integrated circuits; new energy; biomedical; high-end medical equipment; general health; safety, energy saving and environmental protection.

2. Project category

Engineering research center, public service platform, high-end forums and exhibitions, etc.

3. Declaration requirements

3.1 Except for national project supporting, registration, licensing and certification, and high-end forum and exhibition projects, the construction period for other types of applications shall not be earlier than May 1, 2023, and the construction period shall generally not exceed 3 years. The proportion of completed investment shall not exceed 20% of the total investment by the date of application.

3.2 Project funds have been secured (proof of own funds + bank loan commitment + bank loan ≥ total project investment, of which self-owned funds shall not be less than 30% of the total project investment).

3.3 In accordance with the requirements of the application guidelines (Annex 1), prepare the funding application report carefully.

3.4 The municipal engineering research center project shall be named "Shenzhen XXXX Engineering Research Center Formation (or Improvement) Project". The municipal public service platform project is named "Shenzhen XXXX Public Service Platform Formation (or Improvement) Project". Other types of projects refer to this naming rule.

3.5 If approved, the monthly report should be filled in on time, and the acceptance application should be submitted within 3 months after the project expires. The instruments and equipment purchased with the special fund of more than 500,000 yuan shall be shared on the municipal sharing platform in a timely manner.

3.6 For the convenience of inquiries, please refer to Annexes 2-7 for the application guidelines in various fields.

4. Application process

4.1 Contact RAO and complete the project registration.

4.2 Prepare the funding application report in accordance with the requirements of the "Funding Application Report Preparation Outline", and submit relevant materials in accordance with the requirements of the "Funding Application Report Annex List" (refer to Annex 2-7).

4.3 The funding application report shall be revised and uploaded to the application system by RAO.

4.4 The deadline for online declaration is 17:00 on December 12, 2023.
