The Department of Science and Technology of Guangdong province has initiated Guangdong Engineering Technology Research Center 2023. Details of application requirements are as follows:

Ⅰ. Funding Fields

Focus on the “Double Ten” industrial clusters in Guangdong Province, please find more details of research fields as attached (Annex 1).

Ⅱ. Duration

The duration is two or three years.

Ⅲ. Quantity Limit

1. The total R&D expenditure in this field was no less than 30 million yuan in the past 3 years (2020.1.1~2022.12.31), and not less than 10 million yuan in the previous year.

2. The equipment original value is no less than 3 million yuan. The full-time scientific researchers are no less than 20. The director of the engineering center has joined the unit for no less than 3 years.

3. Possess more than 5 independent intellectual property rights. Have led or participated in scientific research projects at the provincial level or above in the past 3 years, and have carried out more than 3 landmark achievements in the research cooperation with enterprises.

4. In principle, a city (district)-level scientific research platform has been established, with a sound management structure and operation management mechanism.

Ⅳ. Procedure of Application

Applicants shall fill out application forms in Chinese and upload needful attachments online via the application system (http://pro.gdstc.gd.gov.cn/) by 17:00 on September 8, 2023, without submitting any hard copies.

Ⅴ. Notes

1. Each field can declare one engineering center.

2. Please refer to Annex 2 for the specific application procedures, filling instructions, and index explanations.

3. The engineering center should be named “Guangdong Province + Technology Field + Engineering Technology Research Center”, which can’t be used by other centers. The name of the engineering center can be checked on the innovation service platform of Guangdong Engineering Technology Research Center (http://www.gdetrc.net).

Ⅵ. Required Attachment Materials for Application

1. Proof of R&D investment in the past 3 years.

2. Original value materials of R&D equipment (purchase invoices or special reports are required).

3. Intellectual property materials (intellectual property certificate, 5 items or more).

4. Materials for R&D activities (project contract, the project title, team member and seal page are required).

5. Achievement transformation materials.

6. Certificate of employment for full-time R&D personnel (tax or social security payment records for May, June and July 2023), educational background and professional title materials, social security payment records of the director of the engineering center from July 2020 to July 2023.

7. The approval document and management system of the city (district) level scientific research platform (or the school-level scientific research platform).

8. Evidence materials for industry-university-research cooperation (not less than 3 materials for the landmark achievements of industry-university-research cooperation; for the joint construction of an engineering center, a joint co-construction agreement must be provided and the relevant materials for the substantive industry-university-research cooperation between the partners should be attached).
