I. Collection Fields

See Annex 1 for details.

II. Conditions 

Those projects, which will be funded by more than RMB 10 Million, shall be led by the leading enterprises or institutions with strong integration ability of innovation resources, and shall be put forward by an innovation consortium consisting of core scientific research institutions in related fields, universities and the upstream and downstream enterprises in the industrial chain. The leading enterprises or institutions shall submit the collection and upload the statement of major projects (in different formats, but all documents shall be stamped with the official seal).

III. Notes

(1) Before the collection is opened by Shenzhen Science and Technology Business Management System, preparations can be made by referring to the Collection Form of Major Science and Technology Projects in Shenzhen (see Annex 2).

(2) Topics shall focus on "bottleneck" and "trump card" technologies, and shall have quantifiable economic indicators (sales revenue or mass production application value etc.), academic indicators and technical indicators within the execution period.

(3) The number of the collected topics, led by our university, shall not exceed 2; The same topic shall not be submitted twice. Once found, the collection qualification will be canceled.

(4) The collected topics at this time are only used as reference for the compilation of guidelines, and expert review will not be organized for all the topics, nor will feedback whether the topics have been adopted.

IV. Other matters

(1) The single project among major science and technology projects shall be funded by not more than RMB 30 Million at most and controlled by the total annual amounts of science and technology R&D funds. The number of topics issued for each special project, is limited. Generally, only a few topics, funded by more than RMB 10 Million, are set, while several topics, funded by RMB 5 Million(Inclusive)-RMB 10 Million (Inclusive), and appropriate topics, funded by less than RMB 5 Million, are set.

(2) The six special topics on cell and gene therapy, synthetic biology, new drugs and vaccines, health diagnosis and treatment, brain science and brain-like intelligence, and biological breeding, shall be applied independently or jointly by scientific and technological enterprises in corporate capacity, registered in Shenzhen (including Shenzhen-Shantou Special Cooperation Zone) in accordance with law. Other special topics shall be independently or jointly applied by the national high-tech enterprises and technologically advanced service enterprises in corporate capacity, registered in Shenzhen (including Shenzhen-Shantou Special Cooperation Zone) and those leading backbone enterprises with R&D expenses exceeding 50 million yuan in the previous year. Additional application conditions may be set for some topics and the application guidance shall prevail.

V. Deadline

Applicants shall submit application forms online before May. 4, 2023, without submitting any hard copies.
