Guangdong Provincial Development and Reform Commission has initiated Guangdong Engineering Research Center 2022. Details of application requirements are as follows:

1. General Requirements

1) Project Positioning

The engineering research center is a research and development entity built on the basis of enterprises, scientific research institutions and universities, etc. It aims to improve the independent innovation capability and core competitiveness of industries in Guangdong, break through the constraints of key technologies and core equipment in the development of strategic emerging industries and industrial structure adjustment, strengthen the technical support and guarantee for major strategic tasks and key projects in Guangdong. It is a bridge and link connecting basic research, applied basic research and the engineering and industrial application of major scientific and technological achievements in the industrial technology innovation chain. It is an important part of the regional independent innovation support system in Guangdong.

2) Construction goals

Establish advanced research and development facilities for industrial technology, form an innovation team with industry-leading level and reasonable structure, build a long-term industry-university-research cooperation mechanism, become an effective channel for the transformation of applied research results into engineering technology, an important source of independent innovation in industrial technology and a support platform for enhancing the innovation capability of enterprises.

2. Duration

No more than 3 years.

3. Quantity Limit

1) The research field is in line with the scope specified in Guiding Catalogue of Key Products and Services in Strategic Emerging Industries (Annex 1).

2) The development ideas, research and development tasks and construction goals shall be clear and feasible; the construction plan is reasonable, the management and operation mechanism is standardized; the project must have new investment in fixed assets.

3) The total number of R&D personnel is no less than 50, including more than 30 full-time R&D personnel.

4) The original value of research and development equipment is no less than 10 million yuan.

5) The research and development site is no less than 2,000 square meters.

6) Presided over (or undertaken) scientific research plans at or above the provincial level or presided over (or participated in) the formulation of industry standards.

4. Procedure of application

1) Refer to the regulations of engineering research center (Annex 2), prepare the Guangdong Engineering Research Center Construction Application Report (Annex 3) and relevant supporting materials .

2) Electronic and paper version materials (3 hard copies) should be reported to RAO by 17:00 on July 22, 2022.

5. Notes

1) Self-sustaining funds are required.

2) Encourage to jointly apply with companies and scientific research institutions in related fields.

3) The engineering research center is uniformly named as Guangdong Engineering Research Center of XXX.

4) Relevant supporting materials are required.
