The Shenzhen Science and Technology Innovation Commission has initiated Shenzhen International Science and Technology Cooperation Project 2021, funds provided to the independent cooperation project on the international science and technology cooperation, event exchange project and personnel exchange project, details of application requirements are described as follows:

1. Funding fields

Key areas: new-generation information technology, high-end equipment manufacturing, green and low-carbon, biomedicine, digital economy, new materials, marine economy and other strategic emerging industries.

Important supports shall be given to the technical cooperation projects that reach international leading and make up for the missing links of the industrial chain in the city, meanwhile,  the city’s enterprises and scientific research institutions are encourage to conduct the forward-looking research cooperation with foreign advanced scientific research institutions, or support 5G, UHV, intercity high-speed railways and intercity rail transit, new energy vehicle charging piles, big data center, artificial intelligence, industrial Internet and other new infrastructure. For specific support content and application conditions of each topic, please refer to the application guide (Annex 1).

II. Funding Amount

The independent cooperation project adopts the pre-funding method and the funding ratio does not exceed 50% of the Chinese investment in R&D and the maximum funding is 1 million Yuan;

The event exchange project adopts the post-subsidy method and the funding ratio does not exceed 50% of the actual reasonable expenses incurred by the event and the maximum funding is 1 million Yuan.

The personnel exchange project adopts the post-subsidy method, and the funding ratio does not exceed 50% of the actual reasonable expenses, and the maximum funding is 1 million Yuan.

III. Notes

（a）At least one company in Shenzhen as a cooperative unit, and the company provides at least the same amount of matching funding as government subsidies;

（b）The application number is limited for key technical research projects, sustainable development projects and international cooperation projects (except event exchange project and personnel exchange project), and those projects in Shenzhen-Hong Kong innovation circle,

（c）Members of the project team can only apply for one project individually or jointly in the same year, and the total number of the applied and undertaking (hosting and participating) municipal-level science and technology plan projects does not exceed three.

IV. Application process

The application unit does not need to submit paper application materials when accepting the project. The applicant logs in the Shenzhen Science and Technology Management System to fill in the project application form online, and uploads the electronic version of other application materials in the system (the copy must be affixed with the official seal of the applicant and then uploaded) and submits it for review (the system acceptance status is "Pending acceptance by the window"). Online applying time: July 27, 2020 (Note: The deadline for app personnel exchange projects is August 6)
