Notification for Application to the Guangdong-Macao Joint Science and Technology Innovation Funding Program (2026)
The Department of Science and Technology of Guangdong province has initiated the program application for Guangdong-Macao joint Science and Technology?Innovation Funding Program 2026. Details of application requirements are as follows:

1.?Supported?Fields
The Guangdong-Macao Joint Funding Program for Science and Technology Innovation in 2026 includes two categories: Guangdong-Macao Joint Funding Projects and Guangdong-Macao (Municipal Linkage) Joint Funding Projects.

2.Funding Amount and Duration
The Guangdong Science and Technology Department, along with the participating municipal science and technology management authorities and the Macao Science and Technology Development Fund, will provide funding to innovation entities in Guangdong and Macao respectively. The project implementation period is 2 years.
Guangdong-Macao Joint Funding Projects: Guangdong provincial finance will provide funding to Guangdong innovation entities, with each project receiving 100,000 RMB as a one-time upfront grant.
Guangdong-Macao (Municipal Linkage) Projects: Guangdong provincial finance and municipal finance will jointly fund Guangdong innovation entities. The provincial finance will provide 200,000 RMB (listed as "Provincial Financial Science and Technology Funds" in the project application), as a one-time upfront grant, while the municipal finance will provide matching funds of 800,000 RMB (listed as "Local Financial Science and Technology Funds" in the project application). These projects will be managed in accordance with provincial-level science and technology program regulations.

3.Procedure of Application
Applicants must?fill out application forms and upload needful supplementary documents (please refer Annex 2-list of attachments) online via the application system (http://pro.gdstc.gd.gov.cn/egrantweb). There is no need to submit hard copies.
※ Applicants who do not have an account for the application system should send their name, academic title, email address, and telephone number to suliuting@cuhk.edu.cn by Dec.10, 2025, to create one.

4. Other Requirements
(1)Both applicants and Macao cooperators need to submit applications to?the Department of Science and Technology of Guangdong Province and the Science and Technology Development Fund (FDCT) respectively. Unilateral applications will not be accepted.??
(2)The leading applicant from both Guangdong and Macao must include at least one enterprise. The leading or participating enterprises from Guangdong must provide self-raised funds, with the amount not less than the financial assistance provided for the project.
(3)The project leader should be fully employed by the leading applicant unit in Guangdong. In addition to the project leader, the leading applicant unit and each participating unit must have at least one member in the project team.
(4)The information regarding the project title, project category, lead applicant units from both sides, project leaders from both sides, and implementation period must be consistent in the project proposals submitted by the partners from Guangdong and Macao.
(5)At least one of the lead applicant units from both sides must be an enterprise. If a Guangdong enterprise leads or participates in the project, it must provide self-raised funds, and the amount of self-raised funds shall not be lower than the total Guangdong (including municipal) government funding allocated to the project. The commitment of self-raised funds will be one of the key factors in assessing the project's feasibility.
(6)The lead applicant units from both sides shall not have any affiliation, such as a subsidiary relationship or a founding relationship.
(7)The applicant units from both sides should have a solid foundation for cooperation. The lead applicant unit from Guangdong must sign a cooperation agreement with all participating parties. The agreement shall clearly specify the contributions in technology, personnel, equipment, funding, and the ownership of intellectual property rights, and it must comply with the relevant laws and regulations of both sides. Units that have not signed a cooperation agreement shall not be listed as participating units in the project.
(8)Ineligible Applicants
???Applicants are ineligible if the project leader has three or more uncompleted provincial science and technology plan projects in Guangdong, or one or more uncompleted provincial Guangdong-Macao science and technology cooperation or international science and technology cooperation projects.
? ?Applicants are ineligible if the project leader has any overdue projects for more than one year (except for platform projects, inclusive policies, and post-subsidy projects).
? ?Applicants are ineligible if the project leader has submitted two or more applications for provincial science and technology plans (special projects, funds, etc.) in 2026.
? ?Applicants are ineligible if the same project is applied for multiple times by changing the project title.
???Applicants are ineligible if the main content of the project has already been applied for and approved by the provincial science and technology plan, either by the applicant alone or in collaboration with other organizations.
(9)Application forms?and proposals?shall be written in Chinese;
(10)Any requirements of relevant scientific research reviews, please refer to the CUHK(SZ)’s research review process of each committee as attached (Annex 3) and send the required materials and forms to each committee’s email for assessment by Dec.20, 2025.

5. Deadlines
- Applicants shall upload relevant attachments and submit application forms online by 12:00 on Jan.14, 2026, for review and feedback from the RAO.
- Applicants shall submit the final version of the application forms online by 17:00 on Jan.16, 2026, without submitting any hard copies.
