The application process for the 2025 Guangdong Province Brief Introduction of the Call Guidelines for International Science and Technology Cooperation Programs has commenced. The requirements are as follows:

?

I. Programs Description
?

The International Science and Technology Cooperation Programs of Guangdong Province in 2025 includes 4 programs:

  Program 1: International Science and Technology Cooperation Program

  Program 2: Training Program for Capacity Enhancing of Personnel in Developing Countries

  Program 3: Foreign-funded R&D Centers in Guangdong

Program 4: Talented Young Scientist Program in 2025 (Ministry-Province Collaborative Funding)

II. Application Requirements

?

Program 1: International Science and Technology Cooperation Program

1. International Science and Technology R&D Cooperation Program

1. 1 Supported Content

Supports leading innovation entities in Guangdong Province, such as universities, research institutes, and enterprises, in collaboration with foreign counterparts, to jointly conduct research on frontier theories and scientific methods, and to cooperate in technology experimentation, transfer, application, and talent exchange.

1.2 Funding Method

Funding decisions are based on expert evaluations, not exceeding RMB 500,000 per project (upfront funding).

2. Guangdong–New Zealand Bilateral Joint Funding 2025

2.1 Supported Content

Supports leading innovation entities in Guangdong Province, such as universities, research institutes, and enterprises, in collaboration with New Zealand counterparts, to jointly undertake international scientific research cooperation projects in the field of biomedicine under the framework of the memorandum of understanding signed between the Department of Science and Technology of Guangdong Province (GDST) and the University of Auckland, New Zealand.

2.2 Funding Method

Funding decisions are based on expert evaluations.

(1)Guangdong Province: Up to RMB 500,000 per project for Guangdong-based co-leads.

(2)New Zealand: Up to NZD 120,000 per project for New Zealand-based co-leads.

Program 2: Training Program for Capacity Enhancing of Personnel in Developing Countries

1. Supported Content

Supports entities undertaking key tasks of the United Nations, national ministries, and Guangdong province in organizing training projects within Guangdong Province. This program aims to enhance scientific and technological innovation capabilities for researchers and scientific research management personnel from the developing countries, "Belt and Road" countries, and ASEAN member states, focusing on two areas: (1) science and technology innovation policies and management; (2) construction of incubation system development.

2. Funding Method

Funding decisions are based on expert evaluations, not exceeding RMB 500,000 per project (upfront funding).

Program 3: Foreign-funded R&D Centers in Guangdong

1. Supported Content

Supports well-known multinational corporations and top international research institutions in establishing foreign-funded R&D centers in Guangdong Province in accordance with Chinese laws, with a focus on encouraging joint construction and collaboration with Guangdong-based universities, research institutions, and enterprises to promote high-quality development in the Guangdong-Hong Kong-Macao Greater Bay Area. The business scope includes R&D, and experimental development in natural sciences and related technological fields (including pilot testing services for R&D activities), and the R&D content covers basic research, applied research, and product development.

2. Funding Method

Funding decisions are based on expert evaluations, not exceeding RMB 1,000,000 per project (post-award funding).

Program 4: Talented Young Scientist Program in 2025 (Ministry-Province Collaborative Funding)

The Talented Young Scientist Program, established by the Ministry of Science and Technology of the People’s Republic of China in 2013, serves as a crucial mechanism to promote scientific and technological exchanges of the youth between China and foreign countries, enhance technological capacity construction in developing countries, collaboratively cultivate young leading scientific and technological talents, and facilitate practical international science and technology cooperation. The Ministry of Science and Technology and GDST plan to initiate the Ministry-Province Collaborative Funding for the Talented Young Scientist Program in 2025. The application and evaluation process will be organized and implemented by the Ministry of Science and Technology, with the application guidelines to be released by the Ministry of Science and Technology on its official website (For details, please refer to Annex 7). GDST will provide funding for certain exchanges and collaborations involving innovation entities from Guangdong Province under the framework of this Program, with a focus on the countries along the "Belt and Road" and the developing countries.

Detailed requirements for each topic are provided in Annex 1/7.

III.Ethical Requirements


If the project involves issues related to research ethics and technological security (such as biosafety, information security, etc.), the corresponding materials and forms should be provided in accordance with the university's ethical and biosafety review procedures, as outlined in Annex 6, and sent to the following email addresses by May 15, 2025, for review and issuance of the corresponding certificate:

IV. Application Process

Applicants should log in to the Guangdong Science and Technology Business Management Sunshine Government Affairs Platform (http://pro.gdstc.gd.gov.cn/) after April 14, 2025,?fill in the application online, upload the required annex materials (refer to Annex 5 for requirements on organizing annex materials), and submit online (teachers who do not have an account on this system should send their name, email address, and mobile number to?suliuting@cuhk.edu.cn?before April?20, 2025, to create an account). There is no need to print paper materials.

V. Deadline

Program 1 (International Science and Technology R&D Cooperation Program), Programs 2 & 3: 5:00 PM, June 13, 2025.

Program 1 (Guangdong–New Zealand Bilateral Joint Funding 2025): 5:00 PM, May 30, 2025.

Program 4 : 10:00 AM, May 6, 2025.
