The Development and Reform Commission of Shenzhen Municipality has initiated the application for Shenzhen Second Batch of Strategic Emerging Industry Special Fund Projects 2024. Details of application requirements are as follows:

 1. Supporting Fields

Semiconductors and integrated circuits, biopharmaceuticals, high-end medical devices, big health, new energy, and safety energy conservation and environmental protection.

2. Supporting Category

Municipal engineering research center establishment, municipal major industrial public service platform establishment, core technology research and development, regulatory approval and certification, drug clinical trials, medical device clinical trials, "Medical-Engineering Integration" special projects, etc.

3. Application Requirements

3.1 Except for regulatory approval and certification, clinical trials, exhibitions and forums, and national project supporting plans, the construction period for applications in other categories shall not be earlier than May 30, 2024, and the construction period shall generally not exceed 3 years. The completed investment amount shall not exceed 20% of the total investment by the application date (same as the date in the "Project Basic Information Form").

3.2 The project funds must be secured (proof of own funds + bank loan commitment + bank loan ≥ total project investment, with own funds not less than 30% of the total project investment).

3.3 Prepare the fund application report and attachments as required, referring to the application guide for each supporting field (refer to annex 1-6).

3.4 Follow the naming rules published in the application guide. The municipal engineering research center project should be named "Shenzhen XXXX Engineering Research Center Establishment Project". The municipal public service platform project should be named "Shenzhen XXXX Public Service Platform Establishment Project". Other types of projects should follow this naming rule.

3.5 After the application is approved, the project should be completed strictly according to the project approval or contract requirements, monthly reports should be filled in on time, and the acceptance application should be submitted within 6 months after the project expires. The instruments and equipment purchased with special funds of more than RMB 500,000 per unit (set) should be shared on the municipal sharing platform, and the annual assessment of equipment sharing should be carried out as required. 4. Application Process

4.1 Contact RAO and complete the project registration.

4.2 Prepare the fund application report according to the requirements of the "Fund Application Report Preparation Outline", and submit relevant materials according to the requirements of the "Fund Application Report Annex List" (refer to Annex 1-6).

4.3 The fund application report shall be revised and uploaded to the application system by RAO.

4.4 The online application deadline is 17:00 on December 27, 2024.
